For Netscape Browsers:
Under the Edit Menu in Preferernces Scroll down to the setting for "Advanced." Click on the radio button, "Every time" under, "Page in cache is compared to page on network."

For Internet Explorer Browsers:
Under the Edit Menu in Preferernces Scroll down to the setting for "Web Browser." Find, "Advanced." Click on the radio button, "Always" under, "Cache": "Update Pages."
